A proposal for the Baltic Flour Mill in Gateshead prior to the opening of the Baltic Centre for Contemporary Art.
Richard Wilson's proposal was part of the Lottery funding application that proved successful for the creation of the art centre. However the project was later cancelled by the newly appointed opening Director Sune Norgren.
